We were the only doctors in Changlang town. Daily 100-150 patients were attending Out Patient Department and 10 indoor beds were in Changlang Health Unit.
Complicated Labour Cases for Delivery used to come.
I was frequently visiting surrounding villages and met GAON-Budhas ( सरपंच) .
We attended Mol festival.
In talks, some of the elderly persons shared the traditional customs, rituals and practices of the community.
It was learnt that Lieutanant GOVERNOR Shri R N Haldipur was visiting Changlang.
I was to attend his Arrival and Departure at Helicopter Pad as a Doctor.
Shri L K Tutsa and shree Taikhep Tekla, suggested me to Draft a letter for Rangshum Hum at Changlang in English, as Secretary and Chairman of Rangshum Hum Committee for L G.
The contents of the letter were suggested by the people and I just WORDED the letter on 9th May 1979.
Letter was typed on Manual Typewriter in EAC office by typist.
On arrival of L G, letter was handed over by Secretary and Chairman of Rangshum Hum committee.
On 24th May 1979, Addl Deputy Commissioner called us and handed over a D.O. letter sent by LG.
L K Tutsa , Taikhep Tekla and other villagers were delighted after reading the contents of LG letter.
So all of them met CPWD engineer Shri Bhattacharjee with the copy of LG's letter.
CPWD prepared the design as per the IDEAS and SUGGESTIONS of Rangshum Hum Committee members. Budget was finalized by CPWD.
On 3rd July 1979, a covering letter was typed in words of Rangshum Hum Committee members in English.
Letter
was handed over to Addl Deputy Commissioner Changlang for sending to
LG. The letter had 3 attachments: Architectural Blue print, Cost
Estimates and Abstract of Expenditure.
The Budget was of 4 lakh Rupees.
In 1980 , I left Changlang on transfer to ROING.
